Your despatch No.214 of the 26th of September
last relative to questions connected with the opening
of the Weat River to Foreign Trade was referred to
Her Majesty's Secretary of State for the Colonies.
Lord Ripon concurs in your opinion that Mr Consul
Brenan, on his arrival at Canton, might with ad-
vantage sound the Hong Kong Government as to the
expediency of an arrangement for accepting dollars
of the Canton Mint as legal tender in Hong Kong,
and the Straits Settlements, in exchange for the
opening of Wuchow as a Treaty Port. His Lordship
also thinks that the Consul may, if the dovernment
of Hong Kong have no objection, discuss that question
with the Viceroy of the Province or Kwantung.
Should these discussions appear to open up the
prospect of any definite result, Mr Brenan might
